I'm not Steam Support myself, but my immediate thought is it might be the "Logging in from a new computer IP" that's tripping it - are you able to do a password reset from a computer/mobile device you have logged into before?
Yes and no, but mainly no. I tried doing the password-reset shindig, but at the end of it all, the Steam client told me that my account couldn't have its password reset normally.
I sold my personal machine to a friend months ago, since I'm in the process of building a new one, and in the meantime my office machine is my daily driver. But my previous office machine was shipped back to the office by the same courier service that delivered the new one.
Ah...then...yeah, that definitely sounds like a problem. Hopefully Steam Support can resolve it though.
