This appears to be the noise-generation circuit in Universal's "Space Panic". TR1 is a 2SC945. Apart from the Collector being connected to literally nothing, you would generally not just ground the Base and try to ram voltage into the Emitter. How would you go about simulating one of these? All I can think of would be looking at the noise in a spectrogram and trying to recreate a similar distribution via software RNG.
