Years ago I used a pci capture card (DVB-T style), it had a composite input. Then I used a cheap usb tv stick with composite input also

It's not cheap but maybe the Open Source Scan Converter would work? It'll let you convert SCART and RCA to HDMI which you can then run through a capture device if you already have onehttps://videogameperfection.com/products/open-source-scan-converter/ …

I was looking at the OSSC. Per their own spec: "Composite video and S-Video are NOT supported and require an adapter/transcoder" Taking RGB over a trio of RCA sockets is not the same as taking composite over a single RCA socket. And SCART has pins for everything.
