Based on the relevant Mole Mountain cutscene in SMRPG, not only do I suspect you're right, but that goombas and magikoopas also have their own trade unions

I mean, no doubt. Look at the SMRPG ending cutscene, there's a Koopa Troopa nailing up some boards to patch a hole in the castle. Goombas don't know from construction work. Alls they know is angry looks and walkin' sideways.
