I've noticed some issues with Nvidia, I know you already tried reinstalling their drivers... but you could try uninstalling the driver and running the game without it, then possibly reinstalling the driver if it worked. I'm not sure if that's an actual fix though 
I'm out of ideas.
Neither @Microsoft nor @MojangSupport have given anything resembling actual support for this issue.

Any custom worlds installed? I hit something similar this week while trying to check out the Nvidia RTX museum. Removing it from \AppData\Local\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalState\games\com.mojang\minecraftWorlds\ resolved the issue.

No custom worlds, unfortunately. Just as a safeguard, I even went so far as to delete the entire %AppData%\Local\Packages\Microsoft.MinecraftUWP_[hash] subdir, to no avail.
