To me, both. One of the inherent aspects of the Fairness Doctrine that I see overlooked all over social media is that it only applied to over-the-air stations. How does that help a society that now revolves around cable, social media, and (distantly) satellite radio?
I know you weren't asking me, but I'd like to hopefully become informed rather than just despair.

I suspect that there's an argument that could be made that since it would be a reintroduction of the law and not a boilerplate reenactment, there would be the opportunity to tailor it to modern-day venues of communication, but both-sides-ing known facts is unpalatable regardless.
