To me, the issue is one of perceived competence. No offense to anyone reading, but people dumping arcade games back then weren't that competent. They couldn't decap MCUs. They had no concept of bipolar PROMs containing color tables, vastly smaller than the ICs they were used to.

But now, when MCUs do get decapped, these PROMs do get dumped or redumped, and various GALs/PALs get reverse-engineered and documented - allowing the end goal of letting board owners everywhere burn new ICs to repair existing boards - the only response from users is abject anger.
