Probably. We've seen it a lot, and different people have different reasons. Outside of MAME it's often financial (not wanting to share a bounty) but within MAME reasons can be different. It can be an issue, one reason I encourage 'submit early, submit often' was to mitigate this.
Last question (hopefully), do you have any idea how I can apply a PR to my local repo without actually approving it for merging into the main branch?

https://patch-diff.githubusercontent.com/raw/mamedev/mame/pull/7518.diff … if you add .diff to any URL it will give you a .diff file. If you have the patch tool you can apply it (SourceTree, for all its flaws, at least has that built in)
