Perhaps the most noninvasive strategy involving the output signal would be to introduce a comb filter instead of a notch filter, tuned in such a way to repeat the low-frequency luma component in the pre-bar zone in the raster but not the high-frequency chroma subcarrier.
The point is that I thought it could work due to the frequency of NTSC colour being considerably higher than that of the tile-to-tile frequency on a per-line basis. The fact that you asked how my solution could work implies that you know how it wouldn't. So out with it. Say how.
