I want to port Mario’s Cement Factory Game and Watch to NES, then hack that ROM into the new Super Mario Game and Watch. Way cheaper than buying a new MCF.

Yep! The more I think about it, the more I want to put all the Game and Watch games on NES/New G&W.
It's not going to be easy. The Sharp SM5x series is one weird architecture. Then again, all 4-bit MCUs are. My advice would be to step through the code by running MAME with -debug and then transcribe C-like pseudocode in notepad alongside. When done, reimplement as N2A03.
