The Apple eMate 300 boot ROM is a huge jerk. The first instruction it runs is branch to 0x01A00004, which is well outside the 8-meg space it occupies. There's got to be something stupidly simple that I'm missing here, but I'll be darned if I know what it is.
Sadly, the eMate 300 ROM in the archive has the exact same CRC32 and SHA1 as the one in MAME, and it opens with the same branch at 0 to 1A00004; so it's either a bad dump or I'm missing something painfully obvious.

Seems fine on my end – the first word in the file is EA0061A0, in ARM big endian that is a branch to 00018688pic.twitter.com/OAohwhvq3t

Seems like when you load the file its swapping words. First word in the file is EA0061A0 but that shows up as the fourth in your screenshot. EA680C7A is the second, but shows up as the third in yours, etc.
