The unfortunate thing about RetroArch making thousands of bucks a month off the back of other emulator developers who don't see a dime? I could download, decode, analyze, and encode a swath of Laserdisc games for use in MAME if I had a capable enough Ryzen machine.

This is the thing: I can only speak to how they've affected the MAME project, but by continuing to package and promote absolutely *ancient* "cores" like MAME2003, they are actively harming the projects off of which they profit.
-
The amount of time we've had to spend dissuading people from using MAME2003 for any number of reasons - from the sheer number of bugs present that don't exist anymore, to the fact that it promotes people preserving outright corrupt ROM sets - is not outweighed by its popularity.

I thought RetroArch was a free/open-source front-end for libretro.

It was originally RetroArch. Then they decided to split into "RetroArch" and "libretro", presumably to encourage people to engage in exactly the sorts of pointless semantic arguments that you're engaging in right now. It doesn't matter.
