Quick question - supposing I have a bunch of WAV files that I want to turn into a CD image as if the image had been ripped off an audio CD, using Windows, what do I do?

Just create a .cue file referencing the wav files. Not sure what tool in Windows to mount it as a disc, but I'm sure there are many options for that...
Yep, that ended up being the key. MAME's "chdman" utility can ingest a set of WAVs referenced by a cue sheet just fine, and that's all I needed.
