Quick question - supposing I have a bunch of WAV files that I want to turn into a CD image as if the image had been ripped off an audio CD, using Windows, what do I do?

CDRTFE is my tool of choice, and it's GPLv2 licensed with no adware. Interface is a bit complicated, but it gets the job done. Haven't tried Audio CD burning with it though. https://cdrtfe.sourceforge.io/

Isn't audio-CDs just an continous stream of 2-channel 16-bit PCM samples? I would imagine just making sure all source files are of the right sampling-rate/resolution, then extract the raw samples out of the RIFF format, concatenate, and make a matching cue-file.

if you have a cue file for those wav files, you could mount it as a virtual CD with Daemon Tools or something similar? Then rip it to whatever format with whatever app.

Just create a .cue file referencing the wav files. Not sure what tool in Windows to mount it as a disc, but I'm sure there are many options for that...

Yep, that ended up being the key. MAME's "chdman" utility can ingest a set of WAVs referenced by a cue sheet just fine, and that's all I needed.
