Sounded like a fun little hack, then I thought, "doesn't netpbm already have this?" Yeah, it does. (ilbmtoppm)
Factoring in the time it would take to get it compiling on Windows (if it doesn't already) or work out the exact set of tools it wants to do so (if it does), plus the time taken to hook the library up to a command-line application, it's largely a wash.
