For what it's worth, I'm planning on following Raymond Chen's advice from The Old New Thing to "be someone". I'm just saying, MAME's core scheduler dates back to the early days of the project and is very much not designed around emulating systems with perfect device interleave.
It does, hence items 4 and 5 in that priority list, but it's more just that the scheduler is doing way too damn much work for every iteration of the "now run *this* device" loop.
