And it works fine in the game code, but is it more 'correct' to only emulate the single slot since that's what appears to be done with the hardware? Is it worth a PR?

This is a good question, one which is debatable. I believe MAME has traditionally focused on emulating the boards themselves, and the cabinets less so - presumably because JAMMA boards can generally be stuck into any generic cabinet with an appropriate wiring harness.

I'd say that where the rubber meets the road here is whether or not the game in question has a standard JAMMA edge connector. If so, two coin slots is the way to go. If it's more tightly coupled to its cabinet than that, PR one coin slot and include a code comment as to why.

Well, if I could find a picture of the PCB I would love to confirm that. Pictures of this thing are painfully rare. That twitter post is literally the only images I can find of its hardware...

Indeed, there are quite a few examples of this. Final Fight for example has a 3rd button that's basically a cheat (but some operators left it connected) Many 'common platform' games just make all the inputs available (Taito F3 etc.) There's no official policy tho.
