Is anyone from the shaders community willing to work with me to understand what might be needed in forge to natively run shader packs?
Depends on whether your requirement is supporting the shader packs unmodified, or if you're cool with having a Forge-specific pack. Also be aware that if and when Mojang/MS throw the switch on an upgraded renderer, you're going to be looking at redoing the API from scratch.

You need to ask yourself: Are you doing this for Forge, or are you doing this for the Community? Because it seems like shader add-ons like Optifine are doing just fine coexisting alongside Forge. Unless you want to open up a massive rift, I would leave it alone.

If you do insist on adding shader support to Forge, then I do ask that you get at me. I was supposed to be the person adding native shader support to MC, but I was perpetually blocked because Mojang didn't want to lose the 5% of the player base on anemic garbage hardware.
