Let me be perfectly blunt: Versions of MAME prior to 0.172 were released under a license that flatly forbade commercial use. Versions from 0.172 onward were released under a combined license, with portions of the codebase released under 3-clause BSD and GPLv2+.

Based on your price point, you've either found a legendary SoC that can run a modern version of MAME, or you're using a pre-0.172 version of MAME, which you are not legally permitted to do. I hope it's the former.
