@github If a user has been blocked from an organization on Github, and creates a new Github account to evade that block, does that quality both accounts for banning from Github? Please, please say yes.

Unfortunately, since the MAME project moved to Github, so too has SJY. His or her first Github account, sjy96525, was banned from the project several months ago. Yesterday, he or she registered a new account, Sjy9652500, to ban-evade and continue harassing us.
That account was blocked from our repo, too. Two hours ago, he or she registered a third account, sjy552560525, to continue to ban-evade and continue to harass us. I've reported the most recent two accounts, but have seen no indication he or she has been banned from Github.
