@github If a user has been blocked from an organization on Github, and creates a new Github account to evade that block, does that quality both accounts for banning from Github? Please, please say yes.

SJY is a person from China who has constantly contacted any MAME developer for whom he or she can dig up an e-mail address, and has done so for at least the past 2-3 years. He or she constantly submits pointless changes and demands fixes, to the point that it's easily harassment.
Unfortunately, since the MAME project moved to Github, so too has SJY. His or her first Github account, sjy96525, was banned from the project several months ago. Yesterday, he or she registered a new account, Sjy9652500, to ban-evade and continue harassing us.

That account was blocked from our repo, too. Two hours ago, he or she registered a third account, sjy552560525, to continue to ban-evade and continue to harass us. I've reported the most recent two accounts, but have seen no indication he or she has been banned from Github.

It is abundantly clear that this person is mentally ill and is going to continue to harass us. I realize it is the holidays, but kindly DM me so that we can discuss what our options are for dealing with him or her, as none of us on the MAME team want to keep playing Whack-A-Mole.

As I said, both of the re-registered accounts have been reported for abuse. I have seen no indication that either account has had action taken against it by Github. Please treat me as a human being and evaluate my case on its merits, rather than giving me a stock reply.
