@github If a user has been blocked from an organization on Github, and creates a new Github account to evade that block, does that quality both accounts for banning from Github? Please, please say yes.

Thanks for the answer! In that case, let me tell you a short story about a user who has been beleaguering the MAME project ( http://github.com/mamedev/mame ), who we've dubbed "sjy". It is a tail of woe and harassment that spans literally years.

SJY is a person from China who has constantly contacted any MAME developer for whom he or she can dig up an e-mail address, and has done so for at least the past 2-3 years. He or she constantly submits pointless changes and demands fixes, to the point that it's easily harassment.

Unfortunately, since the MAME project moved to Github, so too has SJY. His or her first Github account, sjy96525, was banned from the project several months ago. Yesterday, he or she registered a new account, Sjy9652500, to ban-evade and continue harassing us.
