According to the devs of the program I'm trying to compile - because I am not one of its devs - it uses SDL 1.2, so I've installed libsdl1.2-dev via "apt install". I have not installed any separate GL libraries.
I'd have expected that installing the SDL dev libraries would pull in the GL + X dev libraries, but worth checking. Not sure what the debian/Ubuntu package names are, but it'd be along the lines of mesa-dev or libgl-dev I guess.
You should have a tool, 'sdl-config' or 'sdlconfig' in the path after installing the SDL dev libraries (if memory serves), run it with something like --libs (check --help, I really can't remember the exact details) and the output of that shows what the linker flags need to be
