That's the thing that Sen. Hatch and others are intentionally obfuscating, though: In neither case does Collins receive anything. She votes 'no', everyone gets their money back. She votes 'yes', whatever nonspecific person runs against her gets his or her campaign funded.
Also, isn't that kind of the whole point of lobbying, that it's always (or nearly always) a quid pro quo? For example, a politician receiving funding from the NRA isn't going to be getting it for long if they don't vote in line with 2A issues.
