No, how would that even work? A program ROM is typically meant to be executed from power-on. If you can write a program that can analyze the contents of a ROM containing code and emit something not running standalone, congratulations, you've solved the Halting Problem.
I think you misunderstand what I was hoping existed (which is relatively humble). I basically just want to walk the memory map and dump it out along with the ROM contents in a reasonable format.
It looks it's easily doable with a Lua script. I'm not trying to solve a hard problem. I'm just trying to speed up what was a manual process.
