Val'sharah seems neutral because Dreamweavers. Druidic forces don't seem to care about Nature atm.

I would 100% argue that Val’Sharah is Alliance controlled. Malfurion, multiple druids of the class hall fighting in Darkshore, Jarod Shadowsong. If anything, the handful of Horde druids have been allowed to stay providing they are not there on Horde business.
