You can continue this if you trade a pokemon with surf to yourself. I don't know is sequence breaking far enough will trigger the silphco event so you can fight sabrina or not, but you can get to fucsia and cinnabar.

But can you beat the game with JUST a Lickitung - and no additional Pokemon for HMs? It can learn the needed HMs and non-normal attacks via TMs, but it would be hard to juggle the moves, I guess...
