The fact that they can already do that is why I generally agree that there are probably like a hundred buildings in the US worth preserving.

The land value tax is key here; I only realized it recently. That's how you ensure that the deadweight loss is quantified - the Historical Preservation Department has to actually pay the land value tax to the Revenue Department, so the budget shows the true cost to the city.
