My rule of thumb for that is, if a word is outright wrong (such as the wrong use of there/their), I'll put it in as an edit. If it is a phrasing or clarity issue, I'll put it in as a suggestion and leave a comment explaining so the OP can adjust as they like
My biggest pet peeve: group editing, when some people leave their changes as suggestions and other people just outright delete or re-write stuff
