I use the rule of thumb, if it costs less is probably more efficient. This is even more true in countries that audit carbon and tax its release. Not that I'm per sae in favour of carbon taxes, but they can (when well designed) bend that monetary shorthand in the right direction.

The danger is people get too upset with plastic straws, shopping bags, glasses of water on tables in restaurants, or other minimal impact things that get blown out of proportion in the news and the taxation reflects that hype and not reality.
