The new garden will still use seasonal color, but in order to fit paths, the beds needed to be slightly reduced. New rose shrubs will grow tall to add height. I think it's a very reasonable accommodation to make sure all Americans, including the disabled, can enjoy the space!
Like he cares about the disabled. Remember when he mocked a disabled reporter. The could have designed a side walk without cutting down the trees and blooming flowers
