We could but I've read numerous church father teachings, I've listened to priests from the east and west talk about it. I've watched catechism classes for both East and west on the teachings. You will never convince me of the infallibility of the pope.

It’s EXTREMELY rare. It’s also called “speaking from the chair” referencing St Peter’s chair. It’s a definitive ruling. Calling it rare doesn’t even do it justice.
