There's a very big difference in the usefulness of guns in a frontier "The law isn't out here and you have to protect yourself" environment vs the modern urban "The law is everywhere and is only concerned with preventing you from protecting yourself" context.

Well both Vietnam and Afghanistan the US warmachine arguably lost. No real victory possible if there are concerns like 'civilian casualties', 'preservation of infrastructure' or 'war crimes'.
