I’ve been part of correctional mental health. Standard policy is to put them in the medical ward, basically a cell made of windows with a drain in the center of the floor, watched 24/7 by at least one staff member who patrols constantly. Increased risk means hospital gown.

Two attempts, the second one successful, in federal custody, by a high-profile individual with an obvious extreme case where suicide is already likely? Nah. Standard policy at even mediocre facilities wouldn’t have allowed that second attempt.

My cousin personally guarded Manson for years. There are policies for these situations. Huge procedural red flags would have to be disregarded for this to occur.
