Absolutely. It work in the HeMan universe, why not your world. If anything, it makes more sense that pockets of tech would survive and be closely guarded secrets by those who have it.

Planning to do exactly that in my WIP. My thought is that while the entire world may be in a new dark age, some city-states would naturally re-build and recover old tech faster than others.
