Is there a way to get pants fitted to your actual dimensions instead of just whatever sizes stores carry? I’m like a 34x27-28 and there’s just no hope of me not rolling up the legs.

Hit up a department store if you're looking to "level up" from Walmart. JC Penney, Kohl's, etc. They should have nicer slacks for around $25-40 a pair. And don't feel like you need to get everything all at once.

Kohl's for dress clothes. The key is wait til around Christmas, Easter, Fathers Day for the sales. The suit I'm wearing today, cost me $125.00 That's pants, jacket, shirt, and tie. Amazon prime closet let's you try things on before buying them. Found some deals there too
