It is the responsibility of men to be vigilant in a world against them. Forcing other women to cover themselves "for the sake of men" is only addressing half the issue. If a man is so vulnerable that he cannot stand shoulders without temptations there are greater issues.https://twitter.com/IntroiboAdAltar/status/1135593970627747840 …
It depends if one believes one is going to Mass merely to have an individual experience and thus has the right to experience the divine however one pleases. Since this is not the Catholic view of Mass, it may be beneficial to review the purpose of Mass.

My wife chooses to dress modestly and veil her hair at Mass because 1) That’s commanded but also 2) She is there to worship the Lord among His faithful. Anything which may distract other worshipers may impact their ability to focus on that worship and she wants them to focus.

To me something like that would be a thing I would discuss with someone on the side rather than shunning or stopping a sermon to address it. I grew up Protestant so this is all foreign to me.

Right. We don’t have sermons. We do have short 5 minute homilies but the majority of Mass is open worship of God. So quietly asking her to cover during worship makes sense since it involves the altar and prayer. If they were just teaching that would be different context.
