In the context of D&D, game balance is a function of player choice. By breaking down dungeon levels into increasingly dangerous environments with increasingly marvelous treasures, players will naturally choose among the various risk/reward options the most exciting sort of play.

Balance between player classes within the party is only important if you approach the game from a kindergarten style "everyone gets a participation trophy" vantage point. The important thing there is complementarity and interdependence, not balance.
