Civilian gun ownership is very tightly controlled. To put it simply, any citizen can apply, but government can reject it just because. One is more likely to be granted one if they live in s “dangerous” area (like Judea & Samaria/the West Bank).

Think security guards get to take their weapons home too. But the license one does get is just for a single gun, and as far as I know civilians can only purchase a personal handgun. There are other rules too (ammo limits, required range time per year, etc.)
