I'm not against the idea of married priests/clergy again, but that's a looooong process, and something for an ecumenical council or two.

Priestly celibacy isn't dogma. It's not even a doctrine; just a discipline. I'd have to double check, but I doubt a full council would be needed to relax the discipline. We've already done so for Eastern rite clergy & married Anglican priests who convert.

Forgive me, but didn’t the Second Lateran Council in 1139 ban priests from marrying, and didn’t the Council of Trent in 1563 reaffirm the ban?

Beside the point. Councils can rule on matters of discipline, but they're not the only way to change them. There are sound theological arguments that the Pope, as Supreme Pontiff, could dispense with clerical celibacy on his own.
