Not him, but a way to do it would be to allow creators to block a certain IP from commenting on their channel

That works until someone uses a proxy or different device.

It still won't completely stop the issue, sure, but it'll make it a hell of a lot harder than just opening another smurf account which takes 5 seconds. Many of the people harassing you won't bother or can't afford to keep going through ips like they can with accounts

Your internet service provider constantly changes your ip address unless you make a static ip. Ip banning is useless.

It's certainly a hell of a lot more useful than an account ban which can be replaced at will for absolutely free.
