No idea on Zephrys's code so just a stab in the dark but it might be because Lightning Storm couldn't possibly kill the X/4 making it a "suboptimal" card here as it wouldn't clear the whole board 100%.
Why didn't Zephyrs offer Lightning Storm in this spot @Celestalon ?
