Raids, arrests and crackdowns almost completely wipe out the cell...but the Rebel leadership on the planet has one last ace-in-the-hole cache the Empire doesn’t know about. The party just has to get to it.
Once there, there’s a way off-planet. So then, there’s a choice. Everything’s in pieces. It would be easy and maybe even pragmatic to just say the Empire has won and call it quits on Aquilaris. Or...it could be really heroic to take things at their worst and turn ‘em around.
