Would you rather have martial law? Or a fine? The states that have issued shelter in place can’t hand out fines because there is no way to prove where your going or coming from. So really it’s up to the people to listen and follow the directives.

I’d like people to have an incentive to follow the law even if they aren’t completely apprised of the consequences, which yes, translates to penalties. Fines would be the most preferable, since God knows I don’t want to give the Utah jail system anything more to worry about!
