I'm so tired v.v... It's like everything is stacked against me today. The bitch neighbor now has a new dog. It's a beagle and it's baying LOUDLY on the back patio...right next to our apartment window.

This woman doesn't need dogs. This will be number 2 and I don't even think the apartment management knows she has it. She leaves the other one out in 30 degree weather for up to 6 hours and he poops/pees up there. She really needs to be reported, which I might do one day.
Beagles are not exactly a dog you stealth past a landlord. Or anyone else.

She, unfortunately, gets away with a LOT because she's friends with the manager. She's verbally assaulted my husband and followed us to the front door, she's almost burnt the apartments down, she's had 8 people living with her...and yet no eviction. And we live in nice apartments

Well you can file a noisecond complaint with the police because like he said, beagles aren't a stealthy pup.. and if you can get proof her dogs are out in bad conditions then you can also report abuse.. same with living conditions possibly since it's a health issue to have*
