Masking is egalitarian, just like military uniforms and burkas. It's a progressive aesthetic.

A universal lockdown, when only specific and known portions of the population are vulnerable to a virus, is egalitarian. It's a progressive policy.

Incompetence could be an overriding variable. As in, if you don't know how to protect a targeted segment, you just create blanket a policy because you're at an utter loss of ideas on how to create a detailed plan to be effective across different demo's.
