Says "local health authorities." What about the districts themselves? While confusing, this sounds like Gov saying that the health department cannot prevent the district from opening schools, but nothing about schools electing not to open in-person.

Pretty sure there has been evidence of a coronavirus outbreak for several months now. Why do buffoons like Abbott still not get how contagion works, after all this time?

They do, they don’t care. They know the only time they have to do anything is when there is enough public outcry. So they wait until that happens or they keep doing whatever keeps in them in power and keeps making them money.
