I don't think they did. Kids were harmed due to fear not love. Selfish fear.
I think it's both. I have spent a lot of time as an adult thinking about how my old homeland's gov propaganda messed up several generations, and how people sincerely passed trauma to their children, thinking they were doing the right thing. It helped me understand myself.
