This is a very old federal regulation, not a corporate whim, though airlines and personnel seem to differ quite a bit in how they enforce it.

Agreed. It is an old regulation. I was following this story from when it just broke since it happened to a friend of a friend, and it seems like she complied right away. The airline chose to be whimsical and authoritarian though. At least this is what I know.
