It was administered by the Department of the Interior (and later by the Department of the Capital Territory) as if it were part of the Australian Capital Territory, although it has always been a separate Commonwealth territory.

You're assuming a land or river crossing. But it's easy to get to the sea without crossing any borders by blasting off in a rocket, grazing the sun and splashing down when the earth gets to the far side of the sun in 6 months. It's just a matter of timing.
